Carl Huang, PE is a Senior Bridge Engineer with the California Department of Transportation (CALTRANS) and has more than 25-years with the State of California. Carl received a James F. Lincoln Arc Welding Foundation Award for his role as CALTRANS Contract Manager for the design of the Maritime Off-Ramp Orthotropic Bridge.
