Brian J. He is an FHWA National Certified Tunnel Inspector, an FHWA-Certified Bridge Inspection Team Leader, an NHI Certified Instructor (teaching the Tunnel Safety Inspection Course) and a former SPRAT-Certified Level I Rope Access Technician.
